Estonia will get an energy and climate agency

Estonia shall create its own energy and climate agency, the purpose of which is a decrease in the energy costs of its inhabitants and revival of the real estate sector by supporting of energy efficient buildings.

Also, a purpose of the agency is to be the national brain trust of the energy of Estonia: the agency shall analyze the trends of the energy sector and changes in markets, and organize emission quota auctions.
 
„The energy and climate agency shall contribute to more reasonable development of both policies of Estonia, support a more efficient energy management and decrease in the influence of climate changes, “Deputy Secretary General of Energy of the Ministry of Economic Affairs and Communications Einari Kisel said.
 
The activity of the energy and climate agency shall be divided into two main directions: analyzing of trends of energy and climate and application of measures of sustainable development.
The purpose of the analysis is to support the development of energy and climate policy, improving the overview in statistical reporting of climate areas, analyzing the necessary global, national and local trends, and the influence of different developments to energy and climate areas. As a result, the energy and climate policy of the country shall improve.
 
The purpose of the area of sustainable development is to facilitate the application of energy efficiency investments in different sectors. As a result, the efficiency of the whole energy sector shall be improved, energy consumption in buildings (where now nearly 40 per cent of all consumed energy is used) shall decrease, and awareness of people about improvement of energy efficiency and the economic influence of that shall increase.
 
A purpose of the energy policy of the European Union is to decrease the usage of primary energy by 20 per cent by year 2020. In the context of Estonia, the expenses of the economy from such an improvement of energy efficiency would decrease by almost six billion kroons per year.
The agency shall initially be created as a part of foundation KredEx. The work of the agency shall be advised by a council with up to nine members, comprising of professionals from different areas. The operations of the present Energy Efficiency Consulting Centre shall also pass on to the energy and climate agency.
 
The budget of the energy and climate agency till the end of year 2010 totals more than 80 million kroons. The agency shall start its operations at the end of this year. The Ministry of Economic Affairs and Communications received a task for creation of the energy and climate agency from Riigikogu this summer.
