Renovation loan for apartment buildings

In order to simplify the financing of reconstruction of apartment buildings, KredEx, together with a German development bank KfW Bankengruppe and Ministry of Economic Affairs and Communications, has developed a long-term renovation loan with preferential interest, to be issued by banks.

What is a renovation loan?
 
The purpose of renovation loans is to support the renovation of apartment buildings and to improve energy efficiency by at least 20% in apartment buildings of up to 2000 m² and by at least 30% in apartment buildings of over 3000 m².  An apartment building is deemed to be a residential building with at least 3 apartments.
 
For apartment buildings, ordinary loans have too short repayment period and high interest. In connection with financial resources obtained from European Union structural funds and borrowing of additional loan from The Council of Europe Development Bank, Kredex will we able to let the banks grant more favorable loans with longer repayment period (up to 20 years) with the intended purpose to achieve energy sustainability using reconstruction works.
 
With the improvement of the availability of apartment building renovation loans, reconstruction of main constructions (bearing and peripheral structures) of apartment buildings built before the year 1993 as well as reconstruction work related to modification and replacement of heating and ventilation systems will be supported, and associations will be motivated to mount facilities for renewable energy.
 
What are the main terms and conditions for the loan?
 
  • Target groups: apartment associations or housing associations of apartments built before the year 1993, communities of apartment owners, out of which at least 80% of the owners have to be physical persons. Social and municipal premises in possession of the local municipality are regarded on equal terms with apartment ownership of physical persons.
  • Precondition: energy audit where priority renovation works have been pointed out. With the loan, only renovation works described in the energy audit will be financed. Performer of the energy audit must be an energy auditor listed in the register of economic activities
  • Purpose: to achieve energy sustainability for at least 20% in apartment buildings of up to 2000 m² and for at least 30% in apartment buildings of over 3000 m²
  • Loan period: up to 20 years
  • Interest: fixed interest for 10 years (not more than 4,4%)
  • Re-financing of existing loans is not allowed
  • Self-financing at least 15% which can be covered by parallel bank loans. Self-financing includes costs on energy audit and building project in the amount that is not covered by the grant from KredEx
  • Minimum loan amount: EUR 6400 per an apartment building
  • Complete project: to the loan applications based on the energy audit prepared since May 07, 2009,  a set of reconstruction projects to achieve the complex reconstruction and improved energy efficiency of the apartment building must be added. A whole project can also be the carrying out of reconstruction projects, that have been recommended in the works package by the energy auditor and chosen by the owners of the apartments, if the chosen package can guarantee the achievement of the nesessary energy efficiency rate.
  • Previously performed works: the cost of performed works after January, 1st 2008 that have resulted in achieving energy efficiency can be include into the self financing of the renovation loan of the apartment building and the achieved energy effiency can be included into the attained energy efficiency rate.
  • Execution of works: payment for reconstruction works and signing of the instrument of delivery and receipt shall be effected after entering into the renovation loan contract
  • Builder: a performer of reconstruction works must be a company entered in the register of economic activities, possessing a valid registration for construction or project management, and who has paid state fees (in case of tax arrears, payments paid according to time-scheme).
 
The following expenses related to renovation works will be financed:
  • expenses related to full or partial insulation of frontages of apartment buildings;
  • expenses related to reconstruction and insulation of roofs of apartment buildings;
  • expenses related to replacement of windows and exterior doors of apartment buildings;
  • expenses related to insulation of cellar ceilings of apartment buildings;
  • expenses related to insulation of roof ceilings of apartment buildings;
  • expenses related to replacement, reconstruction or rebalancing of heating systems of apartment buildings;
  • expenses related to replacement of apartment buildings’ ventilation system by new heating return system or reconstruction of ventilation system;
  • expenses related to mounting facilities for the use of renewable energy in apartment buildings (excl. mounting of thermal pumps in district heating areas for apartment buildings using district heating system);
  • costs connected with partial or complete reconstruction of the control system and actuator of the lifts of the apartment building;
  • expenses related to finishing of public spaces in apartment buildings, if an integral part of reconstruction works;
  • expenses connected with the energy audit, designing and owner supervision.
 
Further liabilities of borrowers:
 
  • submitting the auditor´s certificate on the attainable energy effeciency on the appropriate form (in case the achievable saving is not indicated as a percentage in the energy audit)
  • submitting budget of the reconstructural works on the appropriate form
  • submitting of the report on energy use occurred within 3 years prior to application for the apartment building loan on theappropriate form
  • submitting annually the annual report on energy use by February 15th on the appropriate form
  • allowing KredEx to carry out on-the-spot check about carrying out the loan contract
  • displaying a label in the stairways of apartment buildings – The reconstruction has been supported by the European Regional Development Fund (the label will be provided by KredEx).
  • safekeeping of loan-related documents until December 31, 2025

Renovation loan for apartment buildings that is issued within the framework of the programme of renovation loans for apartment buildings is being financed in 2008–2013 in the amount of  EUR 17 000 498,5 from the European Regional Development Fund.
